So I’ve looked everywhere around the engine and online and I can not figure out where this line connects, some diagrams says it connects to the evap purge valve, but I can’t find that either. Any help would be much appreciated.

In the diagram below, part 4 is a set of hardlines that run along the passenger frame rail in the engine bay. The top line has a nipple at the end. You should see it if you look in the area below the shock tower after the timing cover. I believe a rubber hose connects that nipple to the end of the hose pictured.

These pics are from a ‘95, so things may not be exactly the same. They show both ends of the hardlines. If they don’t exist on your car, maybe someone began an evap delete and didn’t finish??

That is for the EVAP purge solenoid, which is located behind the bumper on the passenger side of the car.

The '95 EVAP system is much different than the '99, but the hardlines in the engine bay like he pointed out should be the same. I would take some better pictures but it's all gone from my car.
