Did anybody else wondered what is the purpose of this piece of gasket that just hanging between the block and the front case? I thought removing it would help a bit the flow in to the pan.

Good question. Your reasoning seems sound, but the fact that they make it that way suggests there must be a reason. Perhaps has more to do with production or other mfr comprises. What does the front cover look like in that mating area?
 
This does not affect that much. My opinion was it's because some 4g series share the same gasket template. Never wondered about the part where is marked green? Our 4g63 don't use that part, SOHC do. That's probably the same reason.
