Metal front bumper/tow hook mount

im taking the car apart as i will be prepping for body work/ paint.

its not hard at all i don't see any shop or some one locally charging you more then 20, 30$ for a weld after you by the hook and the mount.
 
I would also like to know of any updates.

The rules say, Tow hook must sustain the weight of the car, and to me that means the total weight of the car not if it can be roll with a tow hook.
I interpreted as if they have to lift the car completely off the ground maybe this one is strong enough?

And if you have to get hooked at a track, the car may not be in rolling condition.

Nope. It's been out of mind for awhile, and really haven't had any time working on the car. Although, I've about convinced myself that we should retain the stock bumper as it does a very good job at what it's intended for (holding the bumper cover in place and to keep it from flexing too much), and is very light, especially if hacked to the max. So I'd like to find a way to bolt on a hook straight to a frame rail, even if that means putting a hole in the bumper cover. But we'll see.
 
is there a reason for the horizontal piece at the bottom?

The piece at the bottom is to be able to actually bolt the strap on. Plus, the bolt has to be offset from the center line to be able to line up with the fog light hole, so it wasn't possible just to use the upright post.
