When I send the block , parts, and torque plate off. Do I tell them to torque the plate to factory spec or 100-110 ft lbs or does it matter?

That spec is for 6 bolt 12mm studs. So if the OP's car has a 6 bolt, that would be fine. But if he has a 7 bolt with 11mm studs, I guess the final torque would be less than that.Torque the nuts on the studs to 65 ft-lbs. After all have been torqued, loosen them, repeat the torque sequence to 65 ft-lbs, loosen them, repeat the torque sequence to 65 ft-lbs, loosen them then torque in a three step sequence to 105 ft-lb as follows. 35 ft-lbs, 70 ft-lbs, then the final step to 105 ft-lbs.
