1990 Laser 2.0L Turbo. 145K miles original engine

Had a shop replace timing belt along with tensioner and water pump. After about 50 miles of use the tensioner collapsed, belt skipped and bent some valves. Shop is taking responsibility and doing the repairs.

I took a look at the pistons and it appears to me that all of the intake valves made contact. How likely is it that only 2 valves would be bent if all 8 made contact?

Any contact means replacement as stated above. Did this to an audi with a water pump that seized. Just replaced them all. when your in it that deep... it was cheaper to just get a set. But that's up to the shop since they are fronting the repair for their error.
 
If it is a reliable shop, they will check the guides for cracks since the valves had to give somewhere. It can happen and has.
 
It is exceptionally hard to decide whether the valves are twisted without supplanting the belt first… The cam must turn and be "in time" so as to play out a solid pressure test. So you do owe the seller $500 for their immeasurably overrated belt
