Looking at a complete motor tomorrow. Guy says it’s been sitting for a while. Is it safe to check compression without oil in it?

Adding oil will inflate the numbers. Keep that in mind.
No spare tranny/starter/plate setup for compression tests?? And you call yourself a dsm'r.... Haha
. I threw my old pp out but do have an extra tranny and starter is only two bolts. I should be able to turn the crank with an impact and still read compression?

Once it makes compression on the gauge it'll just be hammering on the crank bolt. Could always make a run for some bolts, or pull the head. I'm sure you'll work it out Tony!

I would do a leakdown over compression test. No need for starter/flywheel. Just set that cylinder to tdc and test.
Honestly I'd buy it as a core for $250, personally.
