motor binding won't crank by hand

Let me start off by saying the car has sat since about 2008
I bought it a few months back after the PO let it sit for over a decade, essentially he throw a bunch of aftermarket parts (cams, injectors, intake mani turbo ect) and never got it to run right, so he claims. On top of that there was some splicing into the harness as well as parts being chewed by rodents over the time it's sat. I tore all aftermarket parts off and slowly been resourcing stock ones again in hopes of getting it running again. I did timing a few week's back, set everyhing , went to crank the motor to double check , and it only will rotate forward and back a tooth or two (on the crank) and just binds. I confirmed the #1 piston is at tdc, took ok the belt to try and crank it w/o cams and still the same thing. Another thing I did was let oil soak in the cyl in hope that it may losen up any corrosion, still no luck.

So my question is what else could be causing the motor to bind? Just large amount of corrosion on the walls?
Also thinking the motor was damaged in some way internally as well, all though oil was clean and head looked great.

Rotating the engine backwards can cause it to jump time! it could have a starter that wont release from the ring gear or even a transmission issue that's locking it up
 
Eh im not up for a tear down with a few other cars apart as well at the moment. I was hoping there might be some thing else I could check real fast before giving up on it
 
If it is binding then there is a number of things it could be and its most likely in the moving parts or related to the moving parts. I would say it comes down to a rebuild. No other way to know if its a spun bearing, rings not gapped properly which can make the engine so tight that you cannot spin it by hand or a number of other things. Just have to open it up and check, after 10 years of sitting it would be the best course of action.
