Ok so I purchased this eclipse a few months ago and am trying to figure out why the convertible top won't retract or even hardly budge I can't get it to go down I posted a video for easy referance

Motors might be dead/ gears striped, bad relay or switch. Either way, you it can manually open and close the top by flipping the switch in the trunk. It's on the driver's side, behind the plastic panel.

I have it set on Manuel already and it's still not retracting
 
I've never been able to manually retract the top on my spyder, always needed to power the motors.
The resistance is from the motors and you will hear the gears & motor turn if you apply constant steady force against the top.
They're bad about shearing off the roll pin that locks the pinion gear to the motor so be careful about using too much force. The roll pin is replaceable if you remove the motor and take it apart.
The switch in the trunk is pretty much to disable the top from being able to be operated more so than being able to manually retract the top.
 
Sounds like your motors are shot, pull them out and dissasemble them. I had a similar issue but mine didn't bind up, I could always manually get the top down. Took the motors out and apart regreased put them back in and they work like a charm.
 
Your motors are frozen up, had one of mine do that from water leaking from a bad top, it leaks down past the rear trim panel and onto the motors and rust locks them, pull them out and then you should be able to move it up and down manually.

You where correct the motors where locked up and as you stated must have been from the top leaking and water getting down there I have them removed for now untill I get new ones I am able to freely put the top down and back up that is again
