Sounds like sezied calipers and stuck pistons/pads. Are the brake rotors visibly in bad shape? Rust? Channels? An edge around the circumference? Get a long and flat screwdriver and try to jam it in between the rotor and pad to try and compress the piston a little bit. You might scratch the rotor but you're changing them anyway.
