Is this bolt responsible for Rear Toe Adjust ?

If Yes, how it works?
I have to screw or unscrew that bolt to change rear toe ?
I also have adjustable rear upper control arms to set camber.

Normally if it is not frozen you would loosen the nut slightly and turn the opposite side, which is the cam side.

The upper arms have cams and that adjust the camber in the same fashion. Loosen the nut and adjust the cam. If you have adjustable upper arms then you should have the sleeve to adjust.
 
Also I would not recommend touching those things without being on alignment rack. But if you know and understand how alignment works then you can measure in front of the tires and rear of tire and compare the values and less distance in the front would be toe in or more space in the front it would mean toe out. Normally you would need to be toed in in the rear slightly. Normal values are 1.5 negative camber in each side and .15 toe in on each side. Those are stock numbers if I remember correctly. Now if you doing this at home then you would need to conver it into inches and that I can't help you as I use the machine to set alignment.
