2G Fuel not getting past fuel filter

So I bought a 6 bolt swapped GSX that doesnt start. The fuel pump went bad so they changed it out and busted the output on the hanger. Replaced the hanger, start the car. nada, verified spark, verified compression, and figured maybe the pumps not fully plugged in. I unplugged the line under the car and sure enough fuel comes out. So i undo the fuel pressure regulator and its dry. nothing. undo the inlet of the fuel rail. same thing, also dry. luckily i had an extra fuel filter, and sure enough its full of fuel. but once i attatch the new one its the same thing. no fuel is getting past the filter? is this a pump issue or a pressure regulator issue? ive got an extra pump but don’t wanna pull the hanger twice if i dont need to
 
update: after removing the hanger multiple times to verify the pump is plugged in, the oring and spacer is correct. i used an air compressor to blow into the line and made sure it wasn’t clogged. eventually i figured it would be worth a shot to try a different pump than the two that came with the car. I was told the pump was new so never thought anything of it, I threw a verified good wally 255 into the hanger and what do you know, fired right up.
