Hello,

I'd like to thank you all for all the help in restoring this auctioned eclipse. My main concerns right now are several oil leaks even though I already fixed the valve cover. Any tips on replacing the oil pan gasket or maybe purchasing a new oil pan if it seems to be in an irreparable condition? Also, I seem to be leaking ALOT of oil around the area in the images and the rubber their is deteriorated. What is this called? Thank you!

That is the shift linkage seal, on the top of the transmission. It needs to be replaced.

One thing to keep in mind, as you chase down leaks, is that sometimes a leak source isn't in the area where the oil/fluid is gathering. Leaks can drip/run/spray a distance from their source, so be sure you thoroughly clean the transmission housing when you replace the seal, and to be sure you have identified the true source of the leak.

Is it possible to replace while over the engine bay?
 
Not sure. The accompanying diagram may help you determine which part it is and what to order for a replacement. Other members may be able to answer from experience.

He has a manual transmission, the leaks on the transmission top are likely from the engine leaking some type of fluid and it running onto the transmission, you need to pressure wash that transmission on low pressure and some engine de-greaser and then change the fluid and then check it again for leaks when its dry.​

no its not, you have to completely tear down the transmission to remove the gear selection shaft.

matt is right, it could be something else, but that does look suspiciously like its coming from the selector shaft.
