So anyway I can get around this? My turbo hits my block it’s a .63ar hotside to4e style turbo with a redline (treadstone) copycat . The picture of it clearing the block was before I tightened down the bottom nut

You need to clearance the block or get a new manifold. Clearance meaning grind the block down where its hitting.
 
You could try (not ideal) but using a spacer to push the manifold out on the head, i read a few people have done this before but its not ideally the correct way but i believe it worked for them
 
You could have the manifold to turbo
flange surface angled a few degrees out

If** the turbine housing is just barley touching you could grind a flat spot on it for clearance
 
You can get a manifold spacer and select a bit longer for new studs (add spacer thickness to existing studs) most auto parts stores can accommodate for those
And you’ll be just fine

Last thing you’d want to do is damage the integrity of that turbo housing or our heroic blocks by shaving away at it
 
If go with a spacer, get a 1/2" spacer, 2 of thicker 4 ply or copper exhaust manifold gaskets, 9 longer stud bolts.
If 1G, the studs would be 9 of M8 x 1.25 x 60mm. If 2G, 2 of M10 x 1.25 x 60mm and 7 of M8 x 1.25 x 60mm.
 
Machine the head flange or turbo flange at an angle. I have done both with that manifold plenty of times without issue.
