Leaking black stuff around the drivers side front left tire. Maybe 6 inches to the right of the drivers side tire. Thick black stuff. No idea what it is. Any ideas?

That would be oil. Lots of things to leak right there, you just have to clean it up the best you can and probably take the accessories out of the way to see where its coming from.

I just went through this on my talon. I replaced everything, since the seals are all pretty old at this point.

I recommend a new timing belt and component kit since that one is probably soaked in oil, and while you're in there replace the cam seals, front main seal, balance shaft seals, valve cover gasket, and look the valve cover over for cracks. ALL of that stuff was leaking on my car. The seals were rock hard and some were cracked.

Install a timing cover too. That's all you need is for a rock to get kicked up into the belt turning your engine into scrap metal.

spoke with owner, he said there's a bolt below/above the oil filter that needs a tightening once and awhile. I got the complete spec list, pretty impressive.

99 GST BLOCK
arp headstuds
cometic head gasket
bc 272/272 camshafts
fic 1200 cc injectors
aem fpr
walbro 255 fuel pump

So, pretty much stock with all the bolts ons? :D;)

Time to do some maintenance! Timing belt, all the gaskets, all the belts, tensioners, balancers, pulleys.

Are you running stock springs with those cams? Stock lifters?

Looks like a 7 bolt from the view of the side of the oil pan 7 bolt pan has that "bump" in it where as the 6 bolt is flat and smooth

and if for some reason that bolt needs tightening from time to time.... Which doesnt make sense...

If that bolt needs tightening from time to time.... Which doesnt make much sense.... I'd suggest some locktight on there to keep it in place!

How high up the block is that oil coming from ?

If you want to find out where that oil leak is use brake parts cleaner and spray it everywhere to clean that whole section good. After turn on the car and let it warm up if it is a bad leak you will see it right away so you can get a better idea from exactly where its coming from.

I' m a little concerned that the OP has no idea what the "thick back stuff" is.

Usually you can find the OEM timing covers on eBay cheaper than Amazon. Those clear upper covers are like $20. JAT motorsports comes to mind for the middle and lower; 2ga and 2gb difference is the hole for the CAS on the middle cover
