Is there a for sure way to test bad turbo seals ? Whatever is wrong with the car is gradually getting worse... the car has maybeee 500 miles on a fresh full rebuild I cant say the valve seals are 100% new cuz they stayed on the head when I rebuild it. But the bottom end is 100% new, wiseco pistons and rings etc, so all week it been smoking from the exhast pretty bad well got bad now, but at first it only smoked when start up for a minute or two, and then go away then the next few days did the same but now when I left off the gas a cloud a smoke came out but went away when I got back on the gas, now it smokes for about 15 mins at start up but goes to a very faint smoke still no smoke on gas but a massive cloud comes out when I let go of the gas... and it's for sure blue smoke a very distinct blue too
 
Also, if it's the valve seals you would have oil per turbo. When the exhaust manifold is off see if you have oil in the exhaust port(s).

Why the hell would you rebuild the engine but not rebuild the head...or at least change the valve seals?

If it's smoking at cold startup, it's not likely to be the turbo as they're least-likely to smoke when oil pressure is the lowest and the turbo is unloaded. Sounds to me like you have valve seal issues or worn guides that are letting exhaust pressure or boost pressure into the crankcase and preventing the turbo from draining effectively. A turbo with no sealing rings installed won't leak oil if the drain system is working as efficiently as it should.
