Are you wanting to keep the locks? If not you can use a socket and just remove them. I don't think anyone is going to steal factory wheels that old.
 
Mitsubishi used 8 (i think) different styles of wheel locks. I had the same issue and took it to the dealer, their parts dept had all 8 versions of them and took them out to my car, trying each one until we found the one that fit. I think I paid $15 for the replacement
 
The dealership probably has a key if these or OEM, we remove these all the time for customers who loose the keys or just don't want them. It's amazing how many cars come in with locking lugs on factory steelies :ohdamn:
 
you can use a 19mm 12 point socket and hammer it on about a half inch.
