ECMlink ciggerette lighter blew, lost communication with OBD2 plug

High guys, long time member, first time posting in awhile. Heres the run down, 97GSX, 6bolt, ecmlink, blah blah blah, i was using the 12volt plug (ciggerette lighter) with a emergancy tire air pump to inflate a friends tire, tire was pretty flat, kept at with the lil air compressor that was plugged into my GSX, poooof, blew fuse or some thing. Lost power to 12volt plug. Well, few days later i notice the OBD2 port lost comunication. The fuse, well, it calls for a 15amp fuse there in that slot on the inside kick panel fuse box... Shit the bed i had a 20amp fuse there, not a 15... The fuse didnt break, the plastic casing to fhe fuse got hot and started to melt but didnt break. I removed the front seats and center consul to access the business end of this much easier, the kick panel under the steering colum removed as well. Couple strange things, my 12volt plug doesnt work no more but the wire that feeds it (lil baby sized number 22 gauge thats white with blue stripe) is still 12volt hot, i can pull the fuse and stick my volt meter ends in the fuse slot and other end in the wire end that attatches to the ciggeret plug and it passed continuity test, the $hit's beeps LOL. the the red and black wire at the data link connector is 12volt hot, its 12volt hot at the ecu end. Plug in any scan tool and it boots up with power but refuses to talk to the ECU, could I have f*ckered up my ECU by accidently having 20amp fuse in ciggerette slot instead of 15amp fuse? My OBD2 plug lights up 12volt hot but it aint talkin to crap... man oh man, any help, tricks, tips or advice would be so clutch right about now you guys. Im sorry for a run along post, crappy cell phone and service, no laptop at the moment, gonna head back to the garage and follow out all the wires make sure two didnt get hot enough to loose the coating off 'em and make two bare wires touch. Worst case i crack the case off my ecu and peek inside? Would a problem be right away obvious? Or should i prepare myself to send it to the pros at ECMLINK?
 
no, i havent check the ground yet, i do have a question, red and black at the data link connector, that traces back to be red and black wire at the ecu no? when i use my volt meter on continuity test mode, i can poke a lead into the pink wire at data link connector and poke lead into pink wire at ecu, tool beeps and displays a very low number, okay, perfect, pink wire not broken or bad. i do that same test on red and black at data link connector and red and black at ecu, holy smokes the DVM doesnt beep, it starts gurgaling like its drowning in water or somethin (funky ass sound i never heard it make before) and displays a HUGE number. i feel like i may have to un-do my dash board wire harness and follow out red and black and see what the flip

Red and black at the aldl connector likely isnt powered by the ecu, I dont have a schematic here for a 2g, but it wouldnt be logical for Mitsubishi to power the plug off of the ecu when there are plenty of other fused sources for positive and ground.
 
First of all the cig lighter green/white (it's not blue/white - may be faded) is for the cig lighter illumination lamp. The all blue wire is the one for the cig lighter power which comes from the 15A "cigar lighter" fuse in left kick panel. The OBD2 Data Link Connector pin 16 (+12V power) is a red/black wire which goes to the 10A "Door Lock" fuse in the left kick panel which may be your problem. Also make sure OBD2 Data Link Connector pins 4 and 5 connect to ground.

And you can't use a voltmeter in continuity (or resistance) mode to check a circuit that has power (voltage) on it. Multimeter primer: http://www.dsmtuners.com/threads/multi-meter-usage-primer.404574/
 
yes, my mistake in the original post, solid blue is 12volt power to ciggerette lighter. check this out, on pink wire in obd2 to pink wire in ecu i poke my test leads in there, DVM beeps and shows half a ohm of resistance. ok, thats normal, poke test lead into red and black at data link and than poke lead into red and black at ecu, DVM does not beep, it reads 88 ohms of resistance and the tool gurgles like its submerged in water LOL i have to investigate red and black wire for sure right away after work. thank you again
 
would also like to mention the 88 ohms of resistance on red and black at ecu to red and black at data link connector was measured with battery and ecu removed from car. red and black wire definetley has a issue to be sorted out. thanks again
