Where does the soap bubble up? The throttle plate is inside the throttle body. The only leak related to the throttle plate would be the shaft seals.

So how could I fix the leaking from the throttle body mating surfaces

Replacing the gaskets are usually the best course of action. Make sure all old gasket material is removed from both surfaces before replacing the gasket. If needed, a light coat of copper gasket spray can make the gaskets just tacky enough to keep them in place while you assemble everything together. If you have aftermarket intercooler piping, the flange for the TB should be checked to ensure it is true-flat.

If a rebuild is in order and you don't feel up to the task of rebuilding it yourself, I have used throttlebodys.com.

I am not sure what you mean by this statement. If there is something on the site you were questioning, the owner would be the one to contact. What I can tell you is that I do not believe Steve gives $140 per core. That sounds like the price if you sent in your core for a rebuild, but core charges usually need to the same item, so you could not send in a 2g TB as core exchange for a 1g. Steve does outright buy cores from time to time, but you will have to talk with him about that.

If you're hoping to slap on a bigger TB, it's not quite as easy as putting it in and done. The inlet on the intake manifold needs to be widened to match the size of the TB bore. If your profile is up to date, you will not benefit much from upgrading the throttle body as opposed to other upgrades.

+1 you can get new seals for $15 shipped through stm's eBay store. Very simple to fix. There's a good you tube video to show you how, it's just a.matter of marking and winding the spring correctly and seating the seals right (I use dialectic grease to help) Use the proper size bit and an impact driver to get the plate screws out. Clean the whole TB well, pop off the fiav plug and screw the fiav down or get a block off plate. New #6 (double check the size I'm not positive) o ring for the BISS. New gaskets.
You can also upgrade to a 1g TB (I got one off eBay for $30) but you'll have to grind open the intake manifold (gasket match) a bit to reap the benefits. I did it with the Mani in the car and it was a PITA. Better throttle response though.

Well I already rebuilt the throttle body. Is had brand new shaft seal

Does this mean you have no leaks now after performing another BLT?

Block off plate will still eliminate the ISC. The bypass plate is the one with the holes in it. I know I'm being picky on the terms used, but it's important to know there's a difference between bypass and blockoff.
My bad I forgot my terminology for a minute (since the majority of "plates" tend to be for block off purposes).I just reread my comments and I didn't even realize what I was saying. Jesus I'm getting old LOL. I only actually used a BYPASS plate on one DSM, the rest I did the free fiav mod. You know, where you pop off the freeze plug and screw the fiav down all the way, then seal the plug back up? What're your thoughts on this?

No worries on the terminology - very common thing to get mixed up. I prefer not to open up the freeze plug and "permanently" modify the FIAV when I can spend $10 and install a plate that can easily be removed later.
