Been trying to pass emission in Colorado with no luck. I have a carb cat but no egr valve. Here is my log anyone that can help?

Those limits suck, I think its time to move to a free state :)
High HC levels tells us that there is unburnt fuel in your exhaust. Anything to optimize the burn would help. New plugs, wires, etc. Ive also read that changing the oil can help as well. Due to the gas leaking past the rings into the oil.
I suppose if you had link you may get away with leaning it out. Not sure how this would work for you though. Never tried it.
 
Looks like your fuel tune is off making you run really rich. What are your AFR's reading? You do have a WBO2?
 
My O2 was off, but it wasn't dead so Check Engine wasn't on but I ran super rich. I had same readings as you.
