installed 1 g throttle body n 2g and car revs up and down

I installed a 1g throttle body on a 98 eclipse gst and the car just revs up and down, I checked the tps and iac with a multimeter and they are fine but the car just revs up and down. I blocked the egr and that didn't help, I adjusted the bliss screw and that didn't help and I have the correct gaskets for the throttle body. I'm kind of lost on what could be causing it because I put the old stock throttle body back on the car and it runs fine. I didn't bore out the intake because i was told it really doesn't need to be done. I don't what to do
 
Make sure the throttle closes completely. Are you using the isc that was on the 1g throttle body or did you swap them? Possible the 1g is bad. They are the same style? Not sure a 90 throttle body will work. Totally different isc style. What year 1g throttle body did you use?
 
The throttle body is from a 1g "93" I tried my iac and the iac that came with the throttle body and still got the same results. I also got good readings from the multimeter for the sensors. I adjust the tps and the car just revs up and down for some reason. I sent the throttle body to get checked out and they couldn't find anything wrong with it and replaced the bliss screw and gasket just to be on the safe side.
 
1- Make sure the TPS is set at .63v with the throttle closed.
2- Make sure the idle sensor portion of the TPS is working with the TPS closed (should work with TPS at .63v)
3- Don't start messing with the biss without locking the IAC so it can't move. Youll need a scan tool or something like link/evoscan to do this
4- Ensure the FIAV in the lower portion of the throttle body has been properly blocked off, whether this is screwing the FIAV into it's bore fully, or using a block off plate.
 
If it works on the old throttle body, chances are the IAC is fine. I'd pop the core plug out of the bottom of the throttle body and make sure the valve is spun all the way in. Ironically I just dealt with this over the weekend. Had a vehicle with a freshly rebuilt throttle body a few months back that surged terribly afterwards. Turns out whoever rebuilt it forgot to turn the FIAV in to plug the air passage, since it had no coolant running through it anymore the valve was just stuck open always.
 
I just popped the plug out and the valve was not spun all the way in, I spun it in till it could not turn anymore to close the valve, I read an article just a min ago that I can still use the iac with the valve turned all the way in and this could solve my idle surge problem.

I was using the coolant lines on the 1g throttle body but also read that the valve could have been out of adjustment so I will close it and stop using the coolant lines completely.
 
Correct, I was under the assumption you deleted the coolant lines like most. It very well could still be out of adjustment though. I always close them off and loop the lines.
 
Yeah, I will do that because it is a less of a hassle connecting the lines back on the throttle body.
