I bought this COP plate new from a reputable vendor and expected to see a perfect plate ready to rock and roll, but thats not what I got. It's dirty, the surface looks like all the bolts have been torqued down already, the bolt holes that the bolt goes through to the valve cover all appear to have a dent and the bolt won't fit in them, washers did not come with the bolts as shown in the picture on the website, and the box was a re-used amazon prime box that was poorly taped with the ends already undone when the package arrived.

Is this typical for a part like this?

Looks used to me. Mine was spotless.
 
Yeah I find it hard to believe someone would send a final product out like this. This is what the manufacturer said when I questioned it:

We definitely would not send out a used plate to a customer. The black dirt he is referring to is residual buffing compound left over from the polishing process. Its very difficult to get into every little nook and cranny to clean it out so we do our best. The coils, once in place, will cover up all of it.

The bolt marks he is seeing are in fact from bolts that we use to secure the plate down to the fixture during the CNC machine process. It's the only way to hold the plate down.

The counter bores in the holes were changed awhile back to eliminate the need for a washer so he will only need to use the bolts supplied. They should fit in there tightly (see photo attached)

As per our shipping policy we often reuse boxes in order to stay "environmentally friendly."
