2G CEL - P0135 reappears after 3 O2 sensor changes

So I have switched out my O2 SENSOR 3 times now and this code keeps popping up. It is the only code that I am getting. I am currently running a Denso O2 sensor that I just bought. The car runs great now, and the o2 sensor cycles fine. It just is annoying to see the cel on for the o2 sensor heater circuit.

Have u tried erasing the code and see if it comes back?

Well it's probably not the sensors. Got a multimeter? Time to check for voltage at the connector.

Yes, I erase the code and it comes back.
Yes, I have a multimeter. I was kind of hoping it wasn't a wiring issue.
