First, fill out your Vehicle Profile:

Then, there's something about a mistake in the 2G ECU when it comes to giving the proper information to the smog machines in some states, but sadly I don't know if this applies in your case. I've tried to find the damned thread in the past, but didn't have any luck at it. Some about it is here:

And, ask other mechanics. I'm not getting a lot of confidence about this one.

I had problems not being able to pass emissions myself and got to doing some research and yes eclipse do have problems passing and some just wont pass no matter what you do to them and the EPA knows about this problem and you can actually get a waiver..Check with the EPA also ask your emissions testing company to find out who you need to talk with I just cant remember ..I just used a friend of mines address out of the city limits...

I had a problem passing the first time. I turned my biss screw clockwise all the way in to the point where my car stalled and then back it out just a hair. Passed with #s exactly where they should be. Probably not the proper way to go about the situation but it worked for me. If you touch the biss screw, count how many turns it takes to screw it in all the way so you know where to adjust it back to

My 99 eclipse gst spyder used to pass emissions with no problem even with some mods 16g turbo, pre 95 BOV,3" exhaust catback, and I always passed its when I was rebuilding my trany and a few other things and it was down about 8 months.Well after having your battery unhooked for that long all your monitors/sensors become unresponsive so they have to be woken up an reconfigured with your computer so theres a certain driving sequence that you have to follow precisely..If you do a search on youtube you can find them
