I'm trying to get my car back on the road, it's been sitting around for about a year now, and it is mostly ready to go, but I am having a few problems.

I installed quite a few new parts while it has been sitting including:

Rebuilt MHI Evo 3 16g
Evo MAF
Evo 560cc Injectors
ECMLink V3 Lite
FP Manifold
PR FMIC

The car starts up and seems to be running fine, but any time I actually drive it anywhere, the turbo is super slow to spool (as in, I'm not seeing boost until after 4k or 5k) and when it does build boost, it only builds like 5 PSI.

I've done a BLT, and found no leaks. There does not appear to be any pre-turbo exhaust leaks. I've checked the wastegate to make sure the actuator is not stuck open. I've also checked to make sure that there is not any excessive play in the turbo. The few logs I have don't seem to be showing it pulling any timing or anything else that should be affecting the spool/boost levels. I've checked how much boost it will build using the two step, and again, it stops building right around 5 psi, and I have to get it up to about 4 or 5 before it really starts building.

Where else would people suggest I search for issues? Is it possible that I am just not getting on it hard enough to build boost quick enough, because I haven't gone all out on it yet due to fear that something is already wrong.
 
Have you verified that the actuator is opening at the correct level of boost? It could be opening earlier, but that wont explain your slow boost build. What are you using to control your psi level? What are your AFR readings?
 
I actually did check it, set the compressor to like 15 psi, and it blows open, but I'm not entirely sure if it's fully closed before it opens. If the wastegate is partially open the entire time it would certainly explain the slow spool right?

I'm not using anything, no Boost Controller, just a line off the j-pipe to the wastegate. No BCS either. AFR ranges from around 10-15, anywhere from 11-14 or so at idle. Again, I've been afraid to go WOT on it.

The car smoked pretty hard when I originally got it hot, which made me insanely nervous, but I'm pretty sure it was just all the oil and antiseize from assembly burning off, as well as the coating on the FP manifold.

Is there anything other than a partially open wastegate that could be having this effect?
