The issue I am having is that the cam gears wont completely line up.

Its always just a half of a half of a ladies hair off. all the time.

Now I have adjustable cam gears that I had a friend degree in, is this my issue? am I supposed to be a close enough kind of thing?

Any info would be appreciated. I am at a loss with this one, oh and I broke my brand new timing belt tool I just got :( so im hoping I don't have to redo it.

One the lines on the cam gears aren't exact so one line will be on one tooth and the other on another tooth as u see. The exact line up should be the valley of the teeth with the lines on them facing each other. Your intake cam gears is one tooth off. I'd suggest rotating your intake cam clockwise one tooth on the timing belt and that should fix your problem.
I had a similar problem when I set up my AEM cam gears. Took factory gears and found the timing lines weren't perfect at all.
 
the timing marks on the cams at the top, in the photo you have posted, are for advancing and retarding cam timing for the intake and exhaust cams to change when the valves open; whether is be sooner or later than factory timing. you can adjust them but it wont fix your actual timing concern. you will have to remove the timing belt tentioner and rotate the camshaft one tooth clockwise, as i have said earlier, to correct the cam gears. be sure that the motor is set up at top dead center (tdc) number one cylinder.
here's a photo of my cam gears with the timing all set to tdc number one cylinder. notice how the timing marks in the center of the picture aren't perfectly lined up. this is how the cam gears should be set up when you do timing on a motor with after market cam gears.

changing the advancement or retard of the cam gear using the advance and retard lines wont change the physical timing of the timing belt. to be able to set advancement of a cam, or retard of a cam, you must have the factory timing set right before doing anything with advancement or retarding.

anytime i set up after market adjustable cam gears i always set the factory gears over the new adjustable gears to see where the exact timing marks need to be before install and i mark them so i don't get confused by trying to use the timing marks on the cam gears that are already on them. doing that can throw off your timing by a tooth or two.
