I'm trying to pass NC state inspection and I am allowed to have a total of 2 unready monitors. Right now I am down to 3 (EGR, Evap, & Cat). I've tried everything that I can think of and right now I'm at a stand still. I just got back from VA, so I thought that I would've been good by now. Any ideas for me to try?

If I need to attach a log just let me know.

Yes I have dsmlink v3. And I do know that my rear O2 sensor is working. It's just that it seems to be taking forever to get another one to readiness monitor to pass. I have all my evap solenoids still plugged in.
 
Should have specified - a working front O2 sensor. Doesn't even have to be used, just functioning. I have my wideband in the front O2 housing and use narrowband simulation, but just plugging the front O2 sensor back into the harness so the ecu sees its functioning counts as two monitors. Ecmlink splits it into four monitors. Go on your dtc tab in ecmlink, check the cat efficiency/O2 box, and uncheck the evap/egr/mdp box. Since you're allowed two incomplete monitors the egr and catalyst don't have to be complete, just the O2 sensor circuit and O2 heater monitors, I just passed NY inspection like this with all my emissions removed.
 
Ok. Thanks Jesse. I'll go and change that now and give it a try. My only concern is that the only tests that I have left is: evap, egr, and the catalyst one. Now by unchecking the egr/evap tab, won't that not run those tests.
 
Have you tried to get it inspected yet? Reason I ask is I own a repair shop and we have had quite a few dsm's in for inspection, and when a car has a check engine light on, my policy at the shop is clear the code and run it through nys inspection for the 10 day temp inspection and all of the eclipse's passed inspection after just clearing the code and no monitors set. Then I was informed about how 96 to 99 were exempt from emmisions portion of inspection. Still have to plug it in too the machine but they always pass. We do it to my wife's 96 gst spyder every year. She has no emmisions stuff at all we just clear the code and run it through. This is NYS though.
 
I am going through this right now, I have no cat on my car and 4 codes that are incomplete and dont seem to be going anywhere soon and I need this thing to pass inspection ASAP. Going to plug ecm link into it tomorrow and see what I can do. I have never used link,my car is professionally tuned. Sounds easy to just clear or check/uncheck some codes though right?

Any tips are welcomed. Once I clear these codes, will they be clear on the mechanics scanner you think?
 
I figured out my problem. Some how my rear o2 sensor became unplugged, which was why my car wouldn't pass. After I plugged it in and drove my car some the light stayed off. And then I got inspected as soon as I got to work the next day.
