My 2g has a CAS, why?

I failed my emission test because of high HC's, and in doing research i realized my car may be running rich, so trying to diagnose that I was looking at timing, and noticed everyone on the forum mentioning how only 1g cars have a CAS. My car is a '95 GST and has the adjustable Cas on the side of the engine.. But the car has a working ODB2 connector, so am i wrong about only 1g's having the adjustable CAS, or is something else going on ?
 
A lot of 95 crankwalked so you'll see a lot of 6 bolt swaps ..thats how mine is

Statistically the lowest year for confirmed CW actually. If you post a picture of your bay we can better help you but it sounds like somebody has definitely at the very minimum switched to a 1G CAS.
