This is a question best asked to the company that did the restall. I have had the same question but no auto car to test. However I have a few friends in the gm world that were talking about doing it with 4l60s.
 
Yah, seems as though any of the 4l60's and 80's with a good triple disc converter can. Ford 4r70w's with triple disc converters can as well. I sent an email to the people who build mine, I know there domestic stuff is capable.
 
No, when you go to an aftermarket converter they do away with the lockup option to keep from burning up the converter... I only lost 200 rpm with my Sinister Speed weighted 8" core 2 cruising at 70mph (3,000 rpm at 70mph)
