People steal banners? Really? They must be completely broke then right?

Just as a matter of principles, while they do that, I'd be taking off their bumper or door from their car just to see their face when they arrive at their car with the loot and think their plan went without a hitch. Maybe they'll think twice. Then I'd offer a trade

What does MIR do with the banners after the event is over? I wouldn`t be surprised if they were discarded. The thieves may have very well been able to get at least some of them for free the after the event was over.

Then they should have waited to have them placed in their hand by an organizer. In fact, not only is that more honourable, but I think it's just a better feeling overall.. like you're being acknowledged for being there in the first place, and thanked by receiving a banner.

But by stealing a banner, the thief is just being a doucheballoon.
