Well the navy just transferred to san diego and found a 99 GSX I'd like to buy
Im from WI and we have no rules when it comes to Smog or Mods at all
The car has a few Mods but nothing to major, Straight Pipe with fart can and has an open intake.

Just a Few Questions,

When we would go to transfer over the title would I need to get another smog test?

Whats the worst that could happen if a cop pulled me over and he was a dick?
 
From what I know you need a smog test whenever a car is sold so yes you need one. For your second question, you might get a ref ticket for the exhaust. Which is just about the worst thing to get as a dsm owner in ca.
 
usually, the seller takes cae of the smog before its sells, because if it doesnt pass smog, then there will be couple of hundred dollars you would need to get it pass the smog unless you go under the table and get it smoggd for $300. so you would rather have him smog t and get it passed, which im sure it wouldnt since you said it has a straight pipe. if he has the stock ones have him put it back on and get it smogged, if it passes, that good and id buy it, if not, if you still want it. you gotta know somebody who does smogs under the table
 
Buy it and get it titled/registered in your home state. Im not sure if your would still need a current smog test when transfering from a state with smog to one that doesnt have smog.
In my case, I bought my eclipse a couple months before I deployed so the dealer had a current smog but it was only valid for 6 months after the time of purchase. By the time I get back state-side, the smog test will be 10+ months old so I have to find out if I need a current smog test to transfer the title to another state.
 
Since you are in the military you get to register your car in your home state and go off of their emission requirements. If you get pulled over, they can't do anything about your car not passing BAR or emissions stuff if the car is registered out of state.

I just moved from WI to San Diego last year, but I am not in the military, so I "have" to register the cars in CA. Welcome to the area.
