I'm getting fuel cut even with my boost down low, I bought the car used and fixing things I noticed some upgrades like fly wheel and Evo 3 turbo. I'm curious on why I get fuel cut with low boost

Is this with the evo3 turbo? And what's is low boost? How much psi? The evo3 16g is a much more efficient turbo than the stock t25. So even at low boost levels it will be flowing a good amount of air. It's time to get something to tune with a wideband, bigger fuel pump and bigger injectors. I suggest a walbro 255 and afpr with fic 850's or bigger. Then you can actually turn the boost up alittle and utilize the extra flow from the evo3.

with a 16G it is time to upgrade some parts like walbro fuel pump bigger injectors dsm link or management system you prefer turbo timer is also a plus to have.

If this is actually boost cut, you would need some sort of piggy back, or fuel management system to trick the computer into not seeing as much air.
