Okay straight up odd problem!

I bought a 95 eclipse Gst this weekend. It's has low miles only 83k no serious problems I can't fix. (Built a few eclipses so far) but the one I can't fix is the car won't shut off. Like seriously car starts runs all good but turn the key to off and car still runs. Only way to shut it off is stahl it :( I don't want to do that. Anybody have any ideas on why this is? And also it idles weird while driving, idles at a little less then 2k and the when not on the gas but just after it jumps back and forth from 2k - 3k. Old why that is. Everything else works tho turbo, tranny, clutch, pedals, radiator everything but those tow odd things. I never heard of. So any help would be great.
 
Either the ignition switch is bad, or the mpi relay is sticking. Do the dash lights and accessories stay on also. One other thing to consider is whether or not the car has a turbo timer. If it has a turbo timer than that is likely what is causing it to keep running.
 
The ignition switch is probably the source of it not cutting off. As far as idling at 2k and fluctuating between 2-3k it's (EDIT: more than likely) the ISC.

Car does have turbo timer. What do I need to do to fix this? This is my first turbo car so help is needed.

You need to find out how to disable the turbo timer, or change the settings. This is what a turbo timer does, it keeps the engine running for x amount of time in order to let the turbo cool a bit before shutting it down.
