Cams not turning... Need Help!

OK, I am having some issues with my cams! I put my engine back together and after I put my timing belt on, my cams wouldn’t turn. Nothing looked like it was binding. However, two lifters didn’t collapse so i removed them and soaked the overnight. I am going to put them back in today. My question is if anybody has had an issue like this? If so, am I missing something or does anyone have any suggestions?

The cams don't turn at all, or the engine turns over and stops? If the latter is the case, the two lash adjusters which aren't bled are holding two valves open too far and they're meeting the piston in that cylinder.
 
You are trying to turn the cams by hand on an assembled head?

With the HLAs and followers in place, you need to step up. You are trying to overcome the spring pressures on the lobe as the spring compresses.

Doing that by hand is a chore, a basic 1/2 ratchet will do but still require some effort.

If you have aftermarket cams and big valves, be careful you can hit valve to valve and bend them that way.
 
You can try pulling out the rocker arms to make sure the cams move freely in the head, also fastest way to bleed lifters is by sticking a large sewing needle in the top hole until oil shoots out of the side and it collapses.

You can use a paperclip also but a sewing needle works better since it doesnt bend like a pc.
 
Thanks for all of your input! I meant I used a wrench to turn the crank turning the cam gears. It ended up being a lot of work. However, this is what I did to fix the problem. I removed the cam caps and when I was doing that I realized the machine shop put them back wrong. So I checked all the caps for damage. They all looked good. I removed the cams and checked them for damage. All good there! I checked all rockers and lash adjusters that I didn’t soak in oil. Everything good! Put the soaked adjusters back in and everything looked good. Put everything back together RIGHT! When I was doing that some of the casting material in the head broke off and fell down the oil port…. Fudge!! So I had to pull the head and get it out of there… put the head back on and put the belt back on. The problem was the cam caps and lash adjusters….
