That sound means it's working. When you remove the hose to the manifold, it's not working.

It's working right. Is there a reason why you are doing this?

A working BOV is odd?

Its because of the sound never heard it on a turbo before + the turbo flutter which some people say its bad and some say its not. Which this car had it with the previous turbo that was in it + this one.

If I get a chance I will take a sound clip of it.

the turbo flutter sounds like compressor surge, heres a link to a pretty recent thread about compressor surge:

Well this is with 2 turbos so I don't know what the cause is, maybe the line from BOV to intake manifold is too small? cause it is smaller than the other vacuum lines.

Are you implying your running a compound setup..?
The vacuum line is going to be small for the reason it's a vacuum line and needs to have a vacuum effect, hence the term "vacuum"

The only reason you would hear it louder than normal is if it was somehow recirculated and now it's venting.

Is it being recirculated and is the intake pipe the stock piece. What setup do you have there?
