Pulled my spark plugs today

Cylinder plugs 1 and 4 were clean af, but two had built up carbon on the outside of the plug (white part) and three had oily residue (probably a bad piston ring). were the plugs not tightened properly? or? There is oily crud on top of the valve cover. The reason that i did this was because I have an a starting problem after WOT.

Clean The Inside Of The Boot Out With Lectra Cleen Electric Componet Spray. Blow Out Any Remaining Dust With Air And Slightly Squeeze The Inner Loop Connector With Some Pliers. Also Once You Get Them Tight Put A Dab Of Electric Grease On The Plug Tip. This Will Decrease Carbon Build Up In The Future. If this doesn't work you may need to change the wires.

I also checked the resistance of the wires. Does anyone know what the spec is? Their numbers are 1.9, 2.5, 2.5 and, 2.8 k-ohms. are any of these too high?
