DEAR GOD that is not normal LOL i have quite a bit of slack sometimes, but wow... was that right after the car had been turned off, or had it been sitting?

Just... WOW!

Either you have the strangest valve spring/cam combo on the planet that is letting the belt relax that much, or something is seriously hosed with the way the tensioner pulley was installed. I'm betting on the latter. :)

BTW - What is the residue all over the cam gear? Did all of that come from the PS belt?

Why do people take their cars to dealerships? I don't think i've ever heard a successful dealership experience... They either screw something up or they charge too much

I've had quite a few successful trips to my Chrysler dealership. Sounds like the folks over at the OP's Mitsubishi are just a bunch of morons. Had them do the a/c compressor on the GST, 2 sensors on the Dodge, and they are going to do the rear main seal on the truck for $200.

To the OP... sorry about the retards at your local Mitsubishi dealership. They're not all that awful. They should be fixing it for free.
