ARP what? Headstuds, no. Mainstuds, idk. Rod bolts, its highly recommended.

:hmm: ...on the headstuds? Who or where did you get that info from? The only machining involve with headstuds would be if you were also replacing the headgasket with mls or if the head was warped.
