Crazy Whining sound. cant figure it out? Car on or off.. with or without a battery To

Hey guys i have a weird sound coming from my car.. It is at very random intervals but i hear it probably once sometime within every 15 minutes or so. sound resembles sort of a whine that you hear from a loud fuel pump... except it happens whenever it wants. Mainly noticing when the car is not running... I have unhooked the battery for an entire month The and heard the whining (took me a month to paint car and buff it out etc)every single day i worked on it ..... everybody who is near my car for an amount of time has heard it and asked what it is... ... Anyways i cant place what it is and it seems that it is coming from something near under the hood at least. Car is a 95 Eclipse GSX .... anyways ... i also noticed that if i let the car idle for a while the car will just want to stall and i can faintly hear this sound. car will bog down to about 300 rpm if i let it bog for 5 seconds or so it goes back to normal for a while or if i just tap the gas. I know this sounds like the ISC but i have replaced it along with the entire throttle body . Theres no difference ...also doesnt make sense that the sound is happening when engine is not running if it were the ISC... anyways i have 2 other 2g DSMS and a 1g dsm and none of them have had this noise.. i am sorta dumbfounded any wild ideas ?? only hairbrain idea i have is a pressure change between 2 fluid (maybe air) filled areas within the engine or evap system and it is causing this weird sound when "it" moves. ... only problem i have with this wild idea is the fact that my car wants to die when i hear the sound at idle... ok anyways enough rambling .. give me ideas!!
 
I had the same whining sound before and didn't know it was, so I took it to a mechanic and we found that it was the A/C belts. He made the belts a little tighter and that fixed the problem.
 
Sorry to bring up an old topic but I'm a new DSMer and my car has this same weird whining sound that comes from the lower engine bay on the passenger side. I've never experienced this sound when my car idles low or dies and my car also does not have the a/c belts. So I'm not too sure what it is maybe the evap is the only thing I haven't checked? If someone could provide me with some info on this I'd greatly appriciate it!!
 
Sounds sorta like a vaccume leak with the engine bog down. But did you say this is also happening while the car is off and the battery disconnected? Not sure i understood this correctly.

Also isnt the evap box in the back of the car near the gas tank?
 
Nope evap charcoal can is under the battery box its more then likely that. Stupid charcoal can POS LOL my friend had this on his car we removed it to put an inline fuel filter and 6an lines in anyways :) In all thats where id check man.
 
I had this problem and it was my cooling fan. I guess the bearings wore out. . . Just something else to check if it is not the Charcoal Canister. :thumb:

Both of you are right about the location of the charcoal canister. On 2g DSM's built between '95 and mid '98 the charcoal canister was under the battery. If your 2g DSM was built after late '98 the charcoal canister was moved to the gas tank.

Mine was the Charcoal Canister... Fuel system relieving pressure into it sort of deal... I got rid of the charcoal canister and emissions and never heard that sound again..
