I'd buy it based on the fact that it has a "T3/T4 Turbo" alone.

I'm not going to call it ricer as that term severly limits what DSM owners are willing to do to their cars and IMHO leads us all to do the same mods therefore limiting originality. It is a nice looking car and somebody certainly did a bit of cosmetic work (to ruin it with that shogun Mitsubishi sticker). It is certainly odd to spend that much money making a car look "show" quality and leave the stock brakes... No matter how you slice it $30k for a 13 year old car that wasn't $30k to begin with is definately asking to much.
