my cousin sent me this message and im out of ideas please help! its the 1.8 sohc motor

i got a 94 mitsubishi eclipse gs. the water pump was smoked and as i was getting to it found other things wrong with it. fixed all that. then ran into timeing issues and found the timeing notches on the crank and cam gears were off. got it all figured out and put back together. now the thing wont start. im getting spark, perfect compression, fuel, air, ignition timeing set just right, battery is brand new and so is the starter. its driveing me nutz .-.
