i need help, am i hitting fuel cut or what?

today my manual boost controller arrived so i hooked it up and took my gst to the drag strip. Turned the boost up to 15 pounds and for the first few minutes it done great. But on the track when i would get to around 5500 rpms my car would feel and sound exactly like i was hitting the rev limiter. Is there anyway that my rev limiter could've moved? Am i hitting fuel cut?
 
I left off the hose to the wastegate by accident one time when working on my car and when I accelerated WOT, I hit fuel cut for the first time... I thought I blew my engine it hit so hard and then engine decelerated and everything... Its very scary the first time.
 
Looking at all the knowledge about fuel cut most (if not all) appears to be limited to having turbo.

is it possible to hit fuelcut without a turbo?
would having a bad fpr cause you to get fuel cut?

the reason i ask is because i know i have a bad fpr. (so i dont drive my 2G much right now while i am working that out)
BUT when i did drive it it would get something i could only describe as fuel cut... just not to the extreme of "hitting a brick wall" as everyone says.
With my 2G in cruising gears (not highway speeds) is when i notice it most.
What happens to me is the car runs fine but with the bad fpr it feeds too much fuel and my narrowband reads rich (not too rich, but still, richer than normal. Then i feel like my car loses power temporarily and my narrowband reads all the way lean for a moment. Then power returns and the narrowband goes back to flutter between stoic and rich again until unmeasured amount of time till it does it again.
