Ok I dont know if I should post this in motor tech but i will start here. I have searched around and unablet o find clear info.

car is a 1995 Eclipse gs-t 97k orginal miles 5 speed

Lets start with when it started. I was getting ready to go on trip for work and was running late and needed an oil change. I stopped at the shop down the street and had them do it. I asked for mobile1 oil and they gave me penzoil (found that out later on down the road)

Shortly after this oil change I will be driving down the road and all of a sudden the car gets a wicked vibration in the front end. I spend up a little bit got worse and when I pulled the car out of gear it stopped. Put the car in gear and it started up again. While pulled over I poped the hood to check it out and the motor is running super rough and kinda sounds like it has aggressive cam. After searching around for about a minute it stops and starts running normal and smooth.

I did check the oil and had the proper level in it. looked clean. After a review of my print out of the work it showed they put 10-30 Penzoil in it.

I can figure it out I have since changed the oil (no metal shavings etc.)
 
It sounds like you have a misfire, Could be a vacuum leak, Make sure all the lines are still connected under there. You never know what the guys will touch when they are in the engine bay. Maybe the pulled something off when checking you air filter or pulled a plug wire off, Just check everything.
 
I did go through all the vacuum lines, and stuff like that. one thing I forgot to mention.

Before I could change it at idle the oil light would flicker at idle if I touched the gas it went away. After seeing this I pulled over and took it home via tow truck. Changed the oil and have seen it since, but seem to do it when I start it up to.

you don't know everything that the shop could have messed with while they did your oil
 
ok went through all the vac lines everything is good there.coil is brand new. I know its getting time to do a timing belt. should I eliminate balance shaft while I am at it. can I do the blanace shaft myself
