This is why when people come into the autoparts store I work at and and start telling me about their "chipped" car I just roll my eys.
 
Our performance modules tune your vehicle's engine to run at stoichiometric levels. Stoichiometric or theoretical combustion is the ideal combustion process during which a fuel is burned completely. Fuel is not wasted (rich mixture) and your engine isn't starving for fuel either (lean mixture). The tuning is done through the vehicle's on-board computer or ECU. Our module tunes your vehicle's ECU to allow the engine to run at stoichiometric levels which maximizes performance and improves fuel economy simultaneously.

Um, so what do they think the o2 sensor does anyways? And how could you gain hp by running stoich? Stoich is for emissions, not power (or mileage).

Dude I got one of these and they work just like it says, I just plugged it in to my flux capictor and got teh horzepowaaaaaaaa!!!
 
I've taken one of these aprt before all it is is a positive and negative wire running thru the "chip" and theres a little resistor that connect's the two.

Isn't it illegal to sell something like that describing it for what it is/does?
 
If I had time I'd buy one for my non-turbo GS.....dyno the car before and after the installation. After the car makes no notable HP increase or even LOSES power, I'd sue the seller for false advertisement.

And hey, if the car does make 50 more horses, I'm making as much power as most turbo kits add for just $20.

Running just outside of stoich will net the best fuel mileage, 15.3-15.4:1 is good. But you couldn't do that without a wideband because nb02 sensors wont be accurate even in that range outside of stoich. You can also net better fuel economy through staying in closed loop longer, a resistor on the TPS input would achieve this but cause a number of other driveability and reliability issues.

You shouldn't always roll your eyes. There are a lot of DSMers running "chipped" cars that really do add a lot of power. I can't claim to be one of them because my car is flashed not chipped but there is definitely improvement to be made over the stock tune especially on a modded car. Also there is a new trend of legitimately useful flashes/chips coming out as emissions become more strict.
