I can tell you that if you have 100% fully clear tail lights and filler pannel with red LED's you will end up getting a ticket. It is unlawful to have clear tail lights with no red reflectors in all 50 states.
I looked up the laws on this. By what I've seen, the states require 2 red reflectors of a X size to be visible from X distance.
When you put after market lights on a car, they have to meet requirements set by DOT or SAE. In states like California, they require them to be stamped. If they do not have reflectors, they have to be installed.
That said, the laws may be applicable only to custom built cars and motorcycles. You would have to look up local laws and speak with them about it, to see what is required on a car, and actually See the written law. Sometimes what is written and what is understood is very different.

Pulled over once because a local cop wanted to jack me off about something....I think he was looking for a seatbelt violation either on me or my passenger.though i like how "based on your tail lights" you've never been pulled over...
