Today I was removing my EGR and installing a block off plate, and when I removed the EGR I noticed there was no gasket. Is there supposed to be an EGR gasket?

I did the same thing. I wouldn't trust a block off plate to seal properly against the intake manifold. Mine leaked quite a bit until i installed a home-made gasket.
 
Just use some high temp RTV sealant for a gasket. I've used it for EGR valves on plenty of different cars with no leaks whatsoever.
