So I have no power to my CAS on my 1990 Laser RS. The car has no spark and doesn't run. All other ignition parts (coils, igniter, wires, and plugs) check out fine. I have also checked the MPI relay and it works as it should. How do I go about testing the ECU?Sorry if this is dumb but...

Starter plate, dowel pins, all bolts installed, and torqued correctly. Transmission is tight to the bell housing all the way around. Everything is as it was before I took the transmission out.

The service limit for compression test numbers on a 2G turbo is 133 psi so yeah, not good. Three of your four cylinders fall below 133. A bone stock brand new motor should test out to 178 psi. The numbers will always increase with oil. Ring sealing could be an issue.Follow up your results with...
