Yea, there was almost no turn out this year. I think only 5 or 6 GTRs showed up and the fasted one ran like a 9.9 (that I saw). Bracket class had the most cars and the winner of the evo/wrx bracket class was a 70 year old guy driving a stock forrester.

See if it runs or not, that is a big factory in determining price. If its not even running, then he may have fudged up some valves with the incorrect timing and possibly dinged up some pistons. Either way if he needs to get rid of it, start low and see what he says.
This is recommended, however not 100% necessary. I installed a stock (rebuilt) 7 bolt head on a 6 bolt block using 6 bolt ARP head studs with no clearance issues.
off the top of my head1) get a good 'safe' street tune on there while you break in the motor
2) make sure you break in the motor, motoman style
3) check for any leaks or vacuum hoses that popped off
4) boost leak test
5) compression/leakdown test
