Just pull the cruise and get the non-cruise throttle cable (was $25 Canadian for me).It's like a 10 min job to swap and remove, and makes the engine bay a whole lot more tidy.

Your car is OBD I, why did you order the OBDII cable?That may be the problem right there, unless the cables are identical 90-94 (OBDI) and 95-up (OBDII).
