Get an Ecu from a 98-99 Eclipse, buy the ceddy mods parts/program/cable, this is the cheapest and easiest way to tune, very easy. Also afer reading over your questions and answers, your not very knowledgable(like me) on tuning devices, so i think this is the best way to go if you want to do this...
