Far aas I know, by doing the BISS adjustment, you are also correcting the proper step for the ISC. ( the ISC is a stepper motor idle control unit)
Extreme blow by- Might of lifted the head from the block. He said after removing the oil cap the whistle went away. I think its BLow By.
When you removed the cap, was there excessive pressure from inside the valve cover? Check your IC piping if you have oil in it.
